Their main cash cow is suing city/county/state governments for trying to block or otherwise restrict their protests. So they make their protests as offensive as possible, so that governments try to restrict them.

That well is starting to run dry though. Governments aren't falling for it anymore. Instead, people are using their own first amendment rights to overwhelm the WBC assholes, as in the OP.
