Where he says yes and means no? This is safe turf for the Republicans now, because several members of the SC legislature have agreed they need to consider the issue. One even said the flag used to be a symbol of southern bravery, etc. but was "appropriated" by the forces of racism and bigotry. Which is exactly right. Funny it took them over 50 years to notice.
