That is a fundamental principle in a democracy. The courts would strike down the stupid 2/3 rule.
Unless they have enshrined it into the State Constitution, a majority vote and the signature of the governor is all it will take.

I think the story is correct. But I don't think the 2/3 rule would hold up in court.
