10. if she had proof she renewed it, what basis did they have for booking her?

i can sympathize with wanting to get the dog registered. i work in animal rescue and people who do bad things to animals don't typically register. but if this woman really just forgot about it, they should have added a fine. throwing her in jail was ridiculous,
