That's what The Sun reckons, and Margaret was born August 1930, and she does look about 3 in the picture here: http://www.theguardian.com/media/2015/jul/18/queens-nazi-salute-footage-historical-significance-sun
Yes, that does make some difference, about whether "the writing was plainly on the wall by then". It is quite possible that the 'imitating what they see on newsreels' is the simple explanation for 1933.
