13. Why on earth was a firefighter on 911 dispatch?

911 dispatchers are supposed to be trained to deal with a situation like this (gravely serious situation where someone is getting understandably belligerent).

I doubt firefighters have that kind of training. Why is a firefighter answering calls about a freaking shooting?
