Do you realize that just exempting people on a fixed income is not the answer? What about people with a family to support? If their property taxes just keep increasing, they won't be able to afford their homes. If the state depends on property taxes being paid, but fewer and fewer people are property owners, what happens to the tax base? It shrinks. What does that result in? Less money available for social programs, fixing streets, paying firefighters and police etc. What does that lead to? Higher unemployment. What does that do? It forces the state to pay more unemployment insurance claims which further drains the resources which would have gone to work projects and social programs. Sometimes political ideals have to be considered in the light or economic realities.
