That's exactly the operative language. If the NYPD has definitive proof he knew than they can nail him. (Or if he himself had a criminal record that prohibited him from owning them.) But that would be a very rare exception to the rule that that law is almost impossible to enforce, or get a conviction on.

I don't think he'll do any time. At most he'll pay a fine for selling firearms without a license.
