There are already plenty of legal drugs that make that possible. Thorazine is popular in prison, for example. And pregnant women who want to get high already are. You don't want to hire a drug addict? You probably already work with drug addicts and don't know it.

Don't let your unreasonable fears prevent the rest of us from moving forward.
