Perhaps they believe in second chances, that when a person commits a crime, pays the penalty, that they deserve a second chance to go back to their vocations and contribute to society.

Ganim's skills center around politics and governance, it's not surprising that he would want to try to use them again, it is a little surprising that the voters have decided to give him another opportunity so soon.
