A cause of action that Abbott could pursue against the non-profits, and I can't think of anything. They're doing what they are supposed to do and they are complying with Federal guidelines. Abbott has no jurisdiction over this. Immigration and naturalization are under Federal jurisdiction.

But then lots of idiots think the state can do whatever it wants without regard to the Feds.
