"The school district also says students are allowed to charge up to $11 on a lunchroom bill and even if their bill reaches above that, they are still given food privately and discreetly."

My brother works for a school district food service. Students lunch money is paid by debit card, which is either funded by school lunch programs or by the child's parents. They do not accept cash. Everyone's card looks the same, so there is no stigma associated with getting a free lunch. The card can have a negative balance up to a certain point. If they don't have their card or it's too farcin the red, they get a turkey sandwich and a carton of milk (discreetly).
