21. The city should not be paying any medical bills

The State of Michigan should. The city was stripped of their power by the governor, who appointed a ~~hand-picked dictator~~ emergency manager, made the decision to poison the people and make them pay for it to boot.

Personally, the governor himself should be held liable both in civil and criminal court, along with the repukes who decided to overrule the will of the people.
