In its most common form, it evidently comes from Longfellow. "The mills of the Gods grind slow but they grind exceeding fine."

But Longfellow was evidently putting something into poetic form from an earlier time. Plutarch and some others are supposed to have said something like it. Probably Sun Tzu also said something like it, but in my very quick google search I couldn't find it.
