At least that's what I get reading between the lines of the OP. If it's not that, then I don't understand what the discourtesy is.

What it could be:
Sanders asked for an invitation and got one. They didn't seek him out.
The Vatican was supposed to announce it first and Bernie jumped the gun.
It could be that this person didn't want him there, but the Pope overruled her. But if that's her issue, it would be poor form to undermine the pope.
She's upset that he's happy to be there.

But inviting a presidential candidate anywhere will always carry the weight of politics.
