could have benefited Hillary, who was much stronger among Bernie among hispanics everywhere. If they wanted to hurt Bernie, the logical tactic would have been to suppress votes in areas where he would have many voters, not just a few.
The same thing in NY. The logical tactic would have been to create lines and interfere with the vote in the parts of upstate NY where he would have lots of voters.
