But the issue is

foreign sources of personal income and whether the governor lobbied on behalf of foreign interests without registering as a foreign agent


Looks like the governor did lobbying for this gentleman and his foreign interests without registering. Due to weak public corruption laws, we have to get these crooks on technicality instead of the actual crime (lobbying for people paying them).
