who commit or are responsible for over 70% of the property or personal crime in the city. Obviously that doesn't cover the financial shenanigans of the business and financial players here.

I've not read that there's any concerted effort to arrest or detain them for questioning, etc.

Rahm follows at least a couple of past mayors whose police chiefs never enforced any due force or excessive force rules, for which there's no universally agreed upon definition. Mayors as lawyers tend to be passive about on the ground police judgment.

As everyone probably is aware, this city has paid out as much to compensate police victims as it says it has to take from its large school system.

The fusion center has over 800 pan and zoom cameras throughout the city, but no one ever sees them or hears of their use.

Journalism keeps up the old 'bulldog news scooper' image, but really, The Trib and Sun-Times have the same owner/controllers, thus passively bureaucratic about most local public issues, except when 'bleed leads' can keep up a race/class wedge in the city.

While Rahm plays some bureaucrat optics with the public, my take is that this city is as violent as Rahm lets it be.

Though BLM got voters out to get a new states attorney in place, Chicago voters haven't trusted any new minority mayoral candidates -- and newspaper/TV media keep it that way -- and so keeps getting screwed by privatized city services and carpetbaggers.
