Sandusky is one of those evidently. He treated them well. Gave them gifts, took them to football games and he even adopted at least one into his family.

Hell, in Afghanistan it seems to be quite common and accepted that older men have a young boy as a lover.

I think Sandusky basically believed he wasn't really doing anything wrong, and every time he was 'caught' he got away with it so his belief was reinforced. I doubt anyone ever said anything to him personally about it. So he knew that people knew (like Palermo) and he may have even thought they did it too. There's no telling what twisted thinking he had that justified his actions in his own mind, but I guarantee he did justify them to his satisfaction.
