Since the 2nd Lebanon War (2006) they have been building their deterrent up with better stuff. Since the entire surrounding region is at war, and awash military stuff, more being added as we speak, it's hard to implement effective arms control.

Hezbollah has been getting a lot of battlefield experience in Syria too, but they are small and risk getting caught in the middle between Iran, Russia, and Israel.
