If memory serves me correctly The Missouri legislature voted to succeed. Unfortunately for them the 1st Iowa regiment crossed the border without orders and the legislature fled. Saint Louis was very pro union, but most of the rest of the state was had Southern sympathies. Missouri was really mostly occupied enemy territory and was one of the first places that black union troops (from Kansas fought. Guerrilla bands were a huge problem in Missouri. Having lived on both the Iowa and Kansas borders as a boy I would say that the locals still regarded Missouri as a backward place. The standard joke was that the sign at the border said "Welcome to Misery".
