Idaho used to have a state insane asylum (not a "mental hospital" - this joint was One Flew Over the Cuckoo's Nest-level bad) at Orofino. The mental health care deforms pushed by Reagan caused the state to discharge all the patients and convert it to a medium security prison. Within a year of reopening as a prison, most of the patients who hadn't killed themselves had returned.
