be able to shoot him to stop him because that would violate the Chicago PD policy of not firing into a moving vehicle?

Or if a crazy jealous ex husband is trying to run down his ex wife with his car, the cops would not be able to save her by shooting the guy because of this policy?

What if the President was visiting his hometown and some RW maniac decided to ram his motorcade because he knows the Chicago PD protecting the route can't shoot him in his moving car?
