Some states have incentive programs with local farmers markets where snap benefits count for double. $10 worth of fresh veggies for $5 would bring nutritious whole, fresh foods to people who couldn't afford them before. Expanding this program to a national level would undoubtedly help farmers, small business people and the hungry alike.

That being said, I wouldn't be surprised if they just push drug testing, work requirements and cut bulk purchases of staples like rice and beans. Gotta reinforce that idea that the poor are all just lazy drug users so they deserve their lot in life. No need to help or empathize or even try to understand basic economics if you can just blame them.
