SO.... drum roll please....

the repubs are blocking any possibility of a recess appointment.

According to an NPR article I saw, the only option would be for the President to challenge the constitutionality of pro-forma Congressional sessions, and it's debatable whether or not that's a wise move because it might endanger the Democrats in Congress who are up for re-election.
