Plus you have plenty of functional private-sector health insurance companies, and the Romneycare system that was already running in Mass. If they want to go a little farther afield, look at the German healthcare system, which looks a little like Obamacare. It's not like they're walking into uncharted territory - we know what a healthcare system should look like.
Here's reality: Any workable GOP-designed Obamacare replacement is going to look like Obamacare. It shouldn't take more than a couple of years to write a Trumpcare law modeled on the current Obamacare law, and shouldn't take longer than a year to convert the Obamacare implementation into the Trumpcare one.
As far as the "permanent moratorium" goes...I know as well as you there isn't one, but we're dealing with Republicans - who are so eternally stupid we can sell them on the idea they have to put up or shut up.
