Actions bring consequences, some that are unintentional. That is why you vet things and try to get input from a variety of disciplines before enacting a "bright idea". But apparently this is another area where tRump thinks he knows more than "the generals" and just blundered ahead without seeking input from the ones who would know the impact of a hiring freeze.

I was a director at a large daycare (long, long ago) and the centers are subject to rules regarding ratios of caregivers/teachers to children that are monitored by licensing agencies. We had unannounced spot checks for all kinds of things like cleanliness of the facility to ratios being within the guidelines. An employee out for illness required shifting of children to ensure that we met the regulations or calling in a part-time employee to fill the vacancy.

tRump is a person who often acts on his own ill thought out impulses, many times revealing that lack of impulse control in his tweets. On the face of it, he probably thought that a hiring freeze of Federal employees made him look tough....like a BOSS. In reality, he doesn't have the skills to run a hot dog cart but he doesn't know that.
