If it was strictly "a campaign event" the Trump campaign would be on the hook for renting AF 1 and the Secret Service, but by saying it was an event to "Honor Andrew Jackson" they can bill the American people. Seeing that The Hermitage had to cancel a previously scheduled event, seems the visit to Jackson's tomb was hastily added because the Trump Camp has gotten wise.
