In any case, it's about the 'good cause' that some counties have for concealed carry.

IOW, you have to show the authorities that you have a good reason to carry a weapon and it is at the discretion of those authorities who gets one and who doesn't. Fear for personal safety does not meet that requirement.

The way this usually works out, the rich and connected in the area receive their permits and the poor and unconnected do not.

'Would you care to donate the the Sheriff's charity fund while you are here applying?' etc.. etc..
