It would be correct if they removed the quotes in the headline as it's not what he actually said verbatim.

He said "It’s the highest (ratings) for ‘Deface the Nation’ since the World Trade Center..." where he's implying that his ratings topped those on 9/11... essentially the same thing as saying he got higher ratings than 9/11 on that specific show. But it is an inaccurate quote unless the story is blindly quoting someone else misquoting 45, which is probably not the case.

Parenthetical braces in the quote above should actually be brackets for implied word "ratings" but DU does not show square brackets.
