Why would anyone "split off" services? Family Planning involves multiple types of counseling and includes medical screenings in order to make carefully thought-out decisions to help reach and maintain a full and productive life for all members.

Rock-head thinks people are as dumb as she is and would say "Okay - we'll do that!!1!!!!!11" so the Christo-fascists can eagerly and explicitly cut off the funding for one service.
