If the target doesn't think something's a reward--or, in this case, a deterrent--then it's simply not. The person imposing the reward (or deterrent) can rant all s/he wants about how it's a really, really good reward (or deterrent) but that opinion really doesn't matter.

Lots of that kind of "If I think it, it must be so" magical reasoning.
