13. I seriously think it needs to go the other way also.

If someone has been arrested and/or convicted for abuse of people they should also not be allowed to get animals. If they have abused people it is very highly likely they have done it to animals or would do it. The results of these studies have been around for many many years so why something has not been done until now completely baffles me. Well, it is a start.
