They're the dog that caught the car with this issue. Now, they either look ineffectual for having majorities and being unable to fulfill their pledge, or being blamed for the results, when people experience them. For the benefit of the American people, I hope they are unable to pass it, but I think the Rethugs lose on this issue either way.
