Depending on what "involved" means.

If they mean hacking computer systems, okay then. In that narrow sense, it's true (at least for now).

If they mean fake news, then there were some greedy Macedonians, as yet unproven to be closely allied with the Russians (or even Macedonian speaking, as far as I can tell), that were good at that. In which case the statement is false.

If they mean bots or trolls mean to change the relative rating and therefore placement news sources (and I use that term lightly) assign to stories, then it's probably true.

If they mean trying to alter how the American public voted, a number of countries' leaders came out against Trump publicly and got front-page coverage, then it's false.

Speak in vague generalities and ambiguous terms, it could mean anything. Now, I suspect it's not the guy talking in the OP that's vague. I think much of it's in the reading.
