11. Judges are elected but vacant seats are filled by the governor

Two of the three judges on this court were originally appointed by Scott Walker (and presumably won in the next spring election) and the third was elected. This district covers approximately the northern half of Wisconsin, which tends Republican. This would be a more favorable district for the anti-labor side.
