Trump doesn't care about Puerto Rico because a) most of them aren't 'white' and b) they can't vote for him.

Trump only cares about his base. If you aren't 100% for him, you must be a terrible asshole, unpatriotic jerk, and you don't love your fuhrer...err President (so long as your president is Donald Trump).
