To put this in the simplest terms possible: if a woman is sexually assaulted, it was not because the room was dark.

By insinuating that it would be better for a women to be in well lit rooms to help avoid being raped or sexually assaulted, the implication is that if she doesn’t than she bears part of the blame.
It’s little different than the “way you dress” or “way you act” victim blaming.
