He has tried to de-fund it with his presidential orders, but Congress can work around those ridiculous things.

Next time you go for a walk in a crowded area, just remember that 27 out of every 100 people you see are complete ass clowns. That's a sobering statistic. Or one that will make you want to get drunk, whichever floats your boat.
