So a "14 year old girl courting adult men" makes sense to them, especially if the girl has either no siblings or too many siblings to help her Mom take care of at home.
So a shy interest or a typical teenaged desperate attempt to escape Mom and Dad's thumb and play "grown up" is taken to mean she's ready to be someone's wife, or otherwise to have a grown man take care of her.

The fact that it's the men making the choice all along to get a girl who doesn't have enough experience or self confidence to actually know what she wants means nothing to them. If the girl is old enough to start thinking about the opposite sex as "cute" or interesting, she's ready to F***.
So far as they're concerned, the evilangelicals infantilize and own their women - viewing them as a step or so above a dog in the eyes of their communities.
