I suppose it's possible that if there are any senators, say Corker and Flake, who are opposed to the bill, they might find 2 or more who also object, but don't want to be the one who "kills" tax cuts, those senators might form a bloc and jointly announce their opposition so as to avoid being singled out.
One positive is that the bill will have to go to conference committee which could give people time to start organizing bigger protests and for a few ads to be run against the bill.
Another positive is that most of the stuff doesn't kick in until 2019 by which time all the details of the bill will be out and the Rs won't be in control of either branch of Congress.
