I wish that had been wrapped up overnight. His predecessor, Robert Fiske was in the process of closing it down in 1994, but then Jesse Helms and Lauch Faircloth arranged to have Fiske fired and replaced with Starr.

His office had unlimited powers, an unlimited budget, intimidated and threatened witnesses, leaked grand jury testimony and had a pipeline to conservative activists with an axe to grind against the Clintons.

The office of "independent" counsel did not close down until sometime in 2002.
