“You could pass a law that makes it harder to get this kind of gun in new condition,” Rubio said on the Senate floor the day after the shooting. “But you’re going to struggle to keep it out of the hands of someone who’s decided that’s what they want to use, because there’s so many of them out there already that would be grandfathered in.”

You could grow corn in that much manure.

Congress has the power to pass a law which:

*prohibits the manufacture, transport, sale or transfer of any weapon capable of firing at {some x} rate,

*prohibits the manufacture, transport, sale or transfer of any device or devices capable of enabling a weapon to fire at {some x} rate

*prohibits the manufacture, transport, sale or transfer of any magazine, clip, or device enabling weapons to hold {some y} number of rounds of ammunition ready for fire without an intervening reload

I don't know if Congress could address existing ownership of such weapons, but states could, including by way of buy-back programs.
