11. I think this used to be common for young unmarried women

They hoped to find a husband in the US, but they wanted to keep the door open to return to their native country in case it didn't work out. Often women from Great Britain and "favored status" countries were allowed in and they weren't strictly held to the letter of the law.

As the times changed (leading up to WWII) and more refugees poured in from Europe, they got stricter about it. I shrug my shoulders on this one because it wasn't that unusual for the time. You'd think Cheeto would have a little more compassion for immigrants since his own mother had the same experience.
