I've heard about this a lot from foreign students whose relatives wanted to come here but it's not worth the risk because of dipshit's visa restrictions.

It's takes a lot of time, effort, and money. And that would all be lost if the visa doesn't come through. People have to sort out housing and pay tuition and book plane tickets to move here before knowing if they'll have a visa.
