15. Community colleges do that (the 'all should be allowed' part)

and teachers at community colleges, and state schools, can gear their instruction to the abilities of the students to grasp it. It's not the same as the level of learning at top institutions, nor should it be. It accommodates people who wish to improve themselves without the danger of them falling hopelessly behind students who have the quickest, strongest minds.
