Tell me how that squares with the Constitution?

Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State

The Senate of the United States shall be composed of two Senators from each State, elected by the people thereof, for six years

Each state is guaranteed a number of representative proportionate to their population, and two senators. And an amendment allowing for no one to be elected would be unconstitutional too, since:

no State, without its Consent, shall be deprived of its equal Suffrage in the Senate
