10. Last week he didn't have to "stop bad apples".

Since we hear so often about how "a few bad apples" always slip through, it would have been best to maintain the rule as written. After all, "a few bad apples spoil the barrel".

The logic here is that Obama's rule is too restrictive on ISPs, so go with a light hand approach and see if anyone tries to take advantage of the new system to gouge consumers. Then, I assume, wag a finger at them. How do we keep getting scammed?
