Listening to the audio, one officer asked the other office what she'd do. That officer responded "Atlanta answer or Roswell answer?" There were other points of confusion between the two officers. My guess is that this was on the job training, and one of the officers had come from the City of Atlanta PD and hired into City of Roswell PD. The fact that neither had a ticket book on them shows that both were unprepared to work their shift.

The moral ambiguity of not following the coin toss just adds icing to the cake.
