2. What about the CEO?

Typical of American "justice". There is no way a VP can legally get his hands on the bribery money without the accountants and probably the CEO knowing about it. Oh well, maybe he used his own funds from his expense "accounts", which are usually just a slush fund for bribing local officials, so the CEO can plead ignorance.
